The purpose of this task is to clean up Teton County roads. Teton County provided GIS data that shows the current roads, their surface and who maintains them. We can use their data to add new roads, align the existing and add surface tags to indicate dir, gravel and asphalt roads. Much of the OSM data is left over from the initial TIGER import. Many of ways are marked as residential that either do not exist or are just tracks. These should be corrected during the task.

Add the imagery url to JOSM or iD for this task.
Add new roads. New ways in rural areas should be marked as highway=unclassified. Roads in residential areas should be marked as highway=residential. Existing roads that do not appear on the Teton County Idaho overlay should either be converted to an appropriate value, such as highway=service or highway=track or removed if it doesn't exist on imagery. Use the color scheme, below, to set the surface tag.
Compare with "New and Misaligned TIGER Roads (2015). May requiring using alt_name.
USGS Large Scale Imagery appears to be more current that either Bing or Mapbox.

Some of the ways are shown as dashed lines. These indicate private ownership. This does not mean they should be automatically marked as access=private. Please do not add access=private unless a way is known to have limited access.
